On August 20, 2009, the Santa Clara Superior Court ordered the release of Donald Robinson to 903 Beech Street in East Palo Alto. Mr. Robinson has been legally designated as a “sexually violent predator” and has been incarcerated in Atascadero and Coalinga State Hospitals, respectively, since 1996. Mr. Robinson’s prior offenses include violent sexual offenses, although these offenses do not include children.
Mr. Robinson is scheduled to be released on or about August 31, 2009. Because Mr. Robinson was an East Palo Alto resident at the time of his arrest, he is required to be released back to the community, despite objections from the City and County Supervisor Rose Jacobs Gibson. Mr. Robinson is not on parole and will not participate in the city’s parole reentry program.
Mr. Robinson’s release, and mandated care and monitoring, are civil actions taken by the state. As part of his release, Mr. Robinson will be:
1. Registered as a sex registrant with the Police Department.
2. Restricted to his place of residence during his “transitional phase” of his treatment. The state will assign 24-hour security to Mr. Robinson during this phase which can last between 3 months to a year. During this time Mr. Robinson will not be authorized to leave his residence unless he has a security escort.
3. Placed under 24-hour monitoring through a GPS bracelet on his ankle. The 24-hour monitoring is a long-term condition that extends beyond the transitional phase. If Mr. Robinson leaves his residence without an escort, the monitoring agency will immediately notify the Police Department to detain him.
4. Restricted from consuming alcoholic beverages. Mr. Robinson will be required to wear an alcohol monitor at all times.
Please join Mayor Abrica, Chief Davis, and County Supervisor Rose Jacobs Gibson at a community meeting on Wednesday, August 26, 2009, to discuss the steps the city and county will take to ensure the safety of our residents, including Mr. Robinson.
Representatives from Liberty Healthcare, the agency charged with Mr. Robinson’s outpatient care and 24-hours monitoring, have been invited to attend this meeting to answer questions about the process.
